Dominic J. Liberatore, Principal Consultant
Dominic J. Liberatore brings nearly a decade of experience supporting complex grants, contracts, and mission-driven programs across the federal government. He has worked on behalf of the U.S. Department of Energy, Department of Commerce, U.S. Treasury, and the Department of Defense, providing expertise in financial oversight, risk management, and program execution. Currently, Mr. Liberatore serves as a Team Lead with AOC Solutions supporting the Defense Logistics Agency (DLA) Troop Support, where he leads enterprise risk management and internal control initiatives across multiple supply chains on a $22 million contract. In this role, he partners closely with senior leadership and risk owners to strengthen governance, improve operational resilience, and ensure audit-ready processes for mission-critical logistics operations.
Previously, at the National Association of Regulatory Utility Commissioners (NARUC), Mr. Liberatore managed reporting and compliance for eight concurrent federal research grants totaling approximately $5 million annually, while also playing a key role in drafting and managing grant applications for municipal clients. His grant work has supported agencies including the National Park Service, the Maryland Department of the Environment, and the Maryland Department of Housing and Community Development, helping communities secure funding for infrastructure, sustainability, and resilience initiatives. Across his career, Mr. Liberatore has developed a reputation for collaborative leadership, attention to detail, and the ability to translate complex federal requirements into practical solutions that advance organizational goals.
